Position Overview 

We are seeking a motivated and dynamic Level II Strategic Communications / Change Management Specialist to support initiatives focused on organizational transformationhuman capital developmentworkforce training, and process improvement for large-scale federal or enterprise clients. 

This role combines strategic communication expertise with change management principles to drive stakeholder engagement and successfully implement organizational change. 

Key Responsibilities 

  • Develop and execute strategic communication plans to support business transformation and change management efforts. 
  • Support organizational change initiatives, including stakeholder analysis, readiness assessments, and transition planning. 
  • Contribute to human capital strategies, workforce development, and training programs. 
  • Collaborate with project teams and client stakeholders to support adoption and sustainment of new systems, processes, or structures. 
  • Prepare communications materials such as presentations, talking points, newsletters, and training collateral. 

Education & Certification Requirements 

  • Bachelor’s degree from an accredited U.S. college or university in a relevant field (e.g., Communications, Business, Public Administration, HR, or related discipline). 

Required Qualifications 

  • Three (3) years of progressive, relevant experience in strategic communications, change management, human capital, or organizational development. 
  • Experience supporting State or Federal Government agencies or large organizations (1,000+ employees). 
  • Strong writing, presentation, and interpersonal communication skills. 
  • Ability to work collaboratively in fast-paced environments and manage multiple priorities. 

Preferred Qualifications 

  • Familiarity with federal workforce planning, HR transformation, or large-scale training programs. 
  • Experience with change management frameworks such as ADKAR or Prosci
