Position Overview 

We are seeking a highly experienced Level IV Strategic Communications / Change Management Specialist to lead and deliver transformational initiatives across large-scale government programs. This senior role requires deep expertise in organizational change managementstrategic communicationshuman capital development, and process improvement

In this position, you will conduct independent quality assurance reviews, oversee on-site quality control, and ensure all deliverables meet contractual, legal, and regulatory standards. You’ll lead complex workstreams and interact directly with senior government stakeholders at the Division Head level and above, providing trusted guidance and leadership across engagements. 

Key Responsibilities 

  • Independently lead and execute advanced strategic communications and change management efforts in support of government transformation programs. 
  • Conduct quality assurance reviews of deliverables and program performance to ensure compliance with all applicable standards, regulations, and client expectations. 
  • Oversee the review and approval of working papers, findings, and communications materials. 
  • Direct cross-functional project teams and provide senior-level oversight on major workstreams. 
  • Engage directly with senior stakeholders within FM&C organizations and other federal agencies. 
  • Design and implement solutions that address change readiness, workforce training, stakeholder engagement, and organizational alignment. 
  • Deliver strategic advice and facilitate executive-level conversations to align change initiatives with mission objectives. 

Education & Certification Requirements 

  • Bachelor’s degree from an accredited U.S. college or university in a field relevant to strategic communications, public administration, human capital, organizational development, or a related discipline. 

Required Qualifications 

  • Nine (9) years of progressive, relevant experience in strategic communications, change management, or organizational development, including: 
  • At least six (6) years leading related projects or services. 
  • Demonstrated experience supporting Federal or State Government agencies or large organizations (1,000+ employees). 
  • Expertise in developing communications strategies, workforce transition plans, stakeholder engagement, and performance improvement initiatives. 
  • Exceptional written and verbal communication skills, with the ability to engage and influence executive stakeholders. 

Preferred Qualifications 

  • Certification or training in a recognized change management framework (e.g., Prosci, ADKAR, Kotter). 
  • Experience with federal financial management agencies such as DoD FM&C
  • Familiarity with federal policies and standards related to organizational transformation and workforce development. 
  • Demonstrated success in developing or overseeing large-scale communications campaigns in the public sector.
