Position Overview
We are seeking a detail-oriented and strategically minded Data Analyst / Management Consultant to bridge the gap between business strategy and advanced data execution. This data-centric consulting role is embedded directly within our data engineering, analytics, and data product development teams. You will work to translate complex business needs into technical blueprints, define data product roadmaps, and optimize organizational performance for public and private sector clients.
This position scales in responsibility, autonomy, and strategic authority based on individual experience. While mid-level consultants focus on process mapping, requirements gathering, and data lifecycle support, senior-level consultants will drive change management, steer data strategy, and manage relationships with high-level commercial and Government stakeholders (Division/Branch Heads and FM&C leadership).
Key Responsibilities
- Requirements & Product Ownership: Elicit, analyze, and document comprehensive business and technical requirements; translate stakeholder needs into actionable user stories and functional specifications for data product teams.
- Data Lifecycle Consulting: Collaborate with data engineers and scientists to ensure business logic is accurately embedded into data pipelines, visualizations, and analytical data products.
- Process Optimization: Conduct diagnostic assessments of client operational data, mapping workflows, and identifying opportunities for system modernization and digital transformation.
- Strategic Change Management: Develop and execute change management plans, training programs, and communication strategies to facilitate the adoption of new data systems and methodologies.
- Agile Framework Management: Facilitate Agile ceremonies, manage backlog prioritization, and serve as the liaison between the technical data team and non-technical business units.
- Stakeholder & Relationship Management: Communicate technical findings, data product metrics, and strategic recommendations to executive-level audiences and government officials.
- Governance & Alignment: Ensure data products and consulting deliverables align with corporate data governance, federal regulations, financial management goals, and cybersecurity standards.
Education & Certification Requirements
- Required: Bachelor’s degree from an accredited U.S. college or university in Business Administration, Information Systems, Data Analytics, Economics, Engineering, or a related discipline.
- Preferred: PMP (Project Management Professional), Certified Scrum Master (CSM), PMI-PBA (Data Analysis), or certifications in Change Management (Prosci).
Required Experience & Qualifications
Experience requirements for this role scale progressively based on the hiring tier:
- Mid-Level: Minimum of three to five (3–5) years of progressive experience, with a proven track record of managing data-centric consulting projects independently.
- Senior / Lead: Minimum of six to nine (6–9+) years of progressive experience, with at least four (4) years leading multidisciplinary teams and driving large-scale digital transformation.
- Enterprise Environment: Experience supporting Federal/State Government agencies, federal financial management (FM&C), or large enterprise organizations (1,000+ employees).
- Technical Product Familiarity: Clear experience working alongside data engineering (ETL/ELT), data visualization (Power BI/Tableau), or software development teams.
- Core Skills: Exceptional written and verbal communication, relationship building, problem-solving skills, and a demonstrated ability to translate “business language” to “tech language.”
Preferred Technical & Functional Qualifications
- Product & Agile Tools: High proficiency with Jira, Confluence, Miro, or similar workflow and backlog management tools.
- Data Literacy Tools: Functional understanding of data flows, including basic SQL, data modeling principles, and dashboard tools (Power BI, Tableau) to independently query or validate client requirements.
- Methodologies: Expert-level mastery of Agile, Scrum, DevOps, Lean, or Six Sigma methodologies.
- Specialized Expertise: Familiarity with federal budget processes, financial systems, or specific government consulting frameworks.
