Position Overview
We are seeking a highly experienced and driven Level IV Business Systems Analyst to lead complex financial systems modernization projects and ensure high standards of quality assurance across program deliverables. In this senior role, you will serve as a trusted advisor to clients at the Division Head level and above, primarily within Financial Management & Comptroller (FM&C) organizations and other high-level government agencies.
You will be responsible for independent quality assurance reviews, on-site quality control, and the review and approval of work products to ensure compliance with contractual obligations, industry standards, laws, policies, and regulations. This role is best suited for recognized experts in accounting, financial management, and business systems.
Key Responsibilities
- Lead complex project workstreams related to ERP modernization, system consolidation, IT audit readiness, and compliance frameworks.
- Perform independent quality assurance reviews to ensure program deliverables meet contractual, legal, and regulatory requirements.
- Oversee on-site quality control, including review and approval of working papers, findings, and supporting documentation.
- Serve as the senior technical liaison with government clients at the Division Head level and above.
- Provide subject matter expertise in areas such as SAP, Oracle Federal Financials, and other federal financial systems.
- Guide cross-functional teams and mentor junior to mid-level analysts on project execution and compliance best practices.
- Ensure adherence to FISCAM, Risk Management Framework (RMF), and other applicable audit and IT controls frameworks.
Education & Certification Requirements
- Bachelor’s degree in a relevant technical or financial field from an accredited institution.
- An additional two (2) years of relevant experience may substitute for the educational requirement.
- Required Certification: CISA (Certified Information Systems Auditor) or a comparable IT professional certification (e.g., CGEIT, CRISC, CISSP).
Required Qualifications
- Minimum of nine (9) years of progressive, relevant experience, including:
- At least six (6) years leading business systems modernization/sustainment, IT systems audit readiness, and related compliance initiatives.
- Hands-on experience with at least two of the following:
- ERP implementation (SAP, Oracle Federal Financials, or similar)
- IT system audits and control documentation
- FISCAM and/or RMF implementation and sustainment
- Proven experience supporting State or Federal Government agencies or large, complex enterprises (1,000+ employees).
- Strong leadership, communication, and client engagement skills.
Preferred Qualifications
- Expertise in federal accounting systems, financial compliance, and internal controls.
- Familiarity with DoD or Navy FM&C processes and policy frameworks.
- Experience performing or overseeing federal financial system audits and readiness assessments.
